Materials you need:
size 10 crochet thread, you need about 180 m
crochet hook 1.25
scissors

Stitch guide (US terms):
ch = chain
sl st = slip stitch
sc = single crochet
tr = treble crochet
2tr-cluster = [yo twice, insert hook in the indicate st or space, yo and pull up the loop, draw through 2 loops on the hook twice] x 2 times, yo and draw through all loops on the hook
3tr-cluster = [yo twice, insert hook in the indicate st or space, yo and pull up the loop, draw through 2 loops on the hook twice] x 3 times, yo and draw through all loops on the hook
beginning 3tr-cluster = ch 4, 2tr-cluster in the indicated st or space
hdc = half double crochet
dc = double crochet
dtr = double treble crochet
3dtr-cluster = [yo 3 times, insert hook in the indicated st or space, yo and pull up the loop, draw through 2 loops on the hook 3 times] x 3 times, yo and draw through all loops on the hook
4hdc-cluster = [yo, insert hook in the indicated st or space, yo and pull up the loop] x 4 times, yo and draw through 8 loops on the hook, yo and draw through 2 loops on the hook
fpdc = front post double crochet
3bpdc-cluster = [yo, insert hook from back to front around the indicated st, yo and pull up the loop, draw through 2 loops on the hook] x 3 times, yo and draw through all loops on the hook
2tr-decrease (2 spaces are used) = yo twice, insert hook in the first indicated space, yo and pull up the loop, draw through 2 loops on the hook twice, yo twice, insert hook in the second indicated st, yo and pull up the loop, draw through 2 loops on the hook twice, yo and draw through all loops on the hook
small picot = ch 3, sl st in the top of the last created st
picot = ch 5, sl st in the top of the last created st
large picot = ch 7, sl st in the top of the last created st

Rnd 1

ch 11, dc in the 4th loop from the hook, 3dtr-cluster in the next loop, dc in the next loop, hdc in the next loop, 3tr-cluster in the next loop, sc in the next loop, sl st in next 2 loops,
[ch 10, dc in the 4th loop from the hook, 3dtr-cluster in the next loop, dc in the next loop, hdc in the next loop, 3tr-cluster in the next loop, sc in the next loop, sl st in the next loop, sl st in the very first loop of this round] x 5 times.

Rnd 2

sl st in next 8 loops, ch 2, 4hdc-cluster in the same space, [ch 2, 4hdc-cluster in the same space] x 2 times,
{ch 10, 4hdc-cluster in the next space above the dc, [ch 2, 4hdc-cluster in the same space] x 2 times} x 5 times,
ch 10, sl st in the top of the first cluster.

Rnd 3

sl st in the next space, ch 2, 4hdc-cluster in the same space, ch 2, 4hdc-cluster in the same space,
{*(4hdc-cluster, ch 2, 4hdc-cluster) in the next space, ch 2, 7 sc in the next space, ch 2,* (4hdc-cluster, ch 2, 4hdc-cluster) in the next space} x 5 times,
